Summary

Replace broken Pest setup (wrong LaravelPdfable namespace) with proper PHPUnit tests
Add 19 tests covering MakeCommand, SeedDatabaseStateCommand, and DatabaseStateServiceProvider
Modernize dev dependencies for Laravel 11-13 compatibility (larastan v3, testbench v10/v11, phpunit v11/v12)
Update phpstan and phpunit configs

Test plan

All 19 tests pass locally
PHPStan passes at level 4
Pint formatting clean
